旅客动车上吸烟被罚两次不能再购买动车票

　　新京报快讯 (记者郭超)中国铁路总公司将出“重拳”整治乘客在动车上吸烟行为。新京报记者了解到，8月15日起，在动车上吸烟被公安机关依法处罚的旅客，铁路票务部门将暂停为其提供动车组售票服务。

　　中国铁路总公司运输局要求，全路客票系统(含售票窗口、12306网站及手机客户端、自动售票机)对在动车组列车上吸烟被公安机关依法处罚的乘客，可暂停发售全国各次动车组车票，购买普速车票不受影响。

　　具体限制举措是：1、旅客在动车组吸烟被公安机关行政处罚之日起，暂停对其发售全国各次动车组车票，旅客需携带身份证原件在任一铁路客户服务中心签订协议书后，即可购买动车组列车车票，普速旅客列车票不限制购买。2、在签订协议书后，再次违法在动车组列车上吸烟的旅客，将停止对其乘坐全国各次动车组列车的服务。

　　新京报记者从铁路客服“12306”获悉，旅客在动车组吸烟被行政处罚与购票挂钩不是新措施，在2014年就开始实施。

　　据了解，2014年实施的《铁路安全管理条例》中有明确规定：在动车组列车上吸烟或者在其他列车的禁烟区域吸烟等16种行为，属于危害铁路安全行为。由公安机关根据违法情节等予以“责令改正”，并对个人处500元以上2000元以下的罚款。
