本次行动的重点是打击非法制造、买卖枪支弹药等五类犯罪和走私制贩枪支弹药及零部件等四类人员；查处非法贩运枪支弹药及零部件的物流寄递公司，非法加工制造枪支弹药及零部件的五金加工作坊工厂，网络贩枪犯罪突出的互联网站、论坛、QQ群等网络平台、公司。

据悉，打击网络贩枪犯罪涉及多个环节和多个警种，专案行动将建立公安机关刑侦部门统一侦办的打击网络贩枪犯罪新机制，对在侦案件追查枪支源头和流向，收缴全部涉案枪支，确保除枪务尽。
