　　原标题：潜逃境外18年 今押解回国

　　7月17日凌晨1时10分，一架航班缓缓降落在北京首都机场二号航站楼208号廊桥。十分钟后，一个身着黄色T恤的男子，在武汉海关缉私警的押解下走下飞机。此人便是涉嫌偷逃税7亿元人民币、潜逃境外18年，由武汉海关缉私局侦办的“10.7”毛豆油走私案嫌犯黄某。此人也是我国首次成功从拉美国家引渡的犯罪嫌疑人。

　　偷逃税款7亿元18年前潜逃境外

　　据了解，1998年8月，武汉海关调查局根据群众举报，对黄某等人在武汉地区非法倒卖免税进口毛豆油走私牟利一事展开调查。1999年9月，该案移交至新成立的武汉海关走私犯罪侦查分局（现武汉海关缉私局）立案侦查。

　　经查，1996年至1998年间，黄某团伙利用其在深圳、武汉、上海三地的公司骗领毛豆油进料加工手册、成立虚假保税仓库，倒卖免税毛豆油10.7万吨，共计偷逃税款7亿余元人民币。案发后，黄某等3名主要犯罪嫌疑人经香港潜逃至美国。

　　2001年6月海关缉私部门通过中国公安部协调国际刑警组织对黄某发布红色通报，在全球范围内进行缉捕。在发现黄某曾入境秘鲁的行踪后，海关缉私部门通过中国公安部及时向国际刑警组织秘鲁国家中心局提出执法合作请求。2008年10月黄某再次入境秘鲁时被秘方国际刑警抓获，同年11月中方即向秘方提出引渡请求。

　　自此我国政府相关部门与秘方政府及有关执法部门开始了长达8年的引渡程序磋商。2010年1月，秘鲁中国最高人民法院院判决同意向我方引渡。但黄某随后多次利用两国法律制度差异给执行引渡判决设置障碍。

　　8年磋商 今日成功引渡回国

　　经过各方的不懈努力，2015年9月，美洲人权法院做出裁决：在充分保障黄某穷尽秘鲁国内全部司法程序的基础上，由秘鲁政府决定是否引渡黄某。2016年5月23日，秘鲁国家宪法法院公布裁决结果，同意秘鲁政府向中国引渡犯罪嫌疑人黄某。7月14日，中秘两国有关执法部门在秘鲁签署引渡交接文件，黄某终被我方成功引渡。

　　该引渡案是在中央反腐败协调小组国际追逃追赃工作办公室的统一协调下，中国外交部和海关总署通力合作成功办理的经典案例，也是中国公安部“猎狐行动”及海关境外追逃追赃重要成果。据法制网
