判决书显示，2012年至2013年间，被告人阳育生（湖南双峰人）、袁定明（重庆开县人）、朱凯辉（湖南双峰人）、“老三”（姓名不详，在逃）预谋利用电脑合成淫秽图片对各地领导进行敲诈，寄出信件八百余封，寄往贵州、甘肃、江西、内蒙古、天津、河南、河北、江苏、上海、辽宁、湖南等多个省市政府、企事业单位领导。新城区法院查明阳育生、袁定明、朱凯辉共索得人民币186万元（其中阳育生伙同袁定明索得10万元），数额特别巨大，分别判处11至13年有期徒刑。

打款的这2名领导干部分别为湖南省长沙市开福区人民法院院长耿明生和时任天津市双港总部经济产业园主任、天津市津南区双港镇镇长李卫东。其中，耿明生打款52万元，李卫东打款54万元。

耿明生表示：“当时（被敲诈后）我很气愤，我就找我朋友去商量，就说这个钱打还是不打，朋友说打钱，打了就报案。为什么呢？不打钱不好立案，属于犯罪未遂，即便抓了以后处罚也一般。”

至于钱哪来的，耿明生称：“打的我妈的钱，我们条件还可以，钱不会找别人借的。”
