中国国家防汛抗旱总指挥部办公室：三峡工程越到关键时刻越能体现作用
中新社北京7月14日电  (记者 李晓喻)针对外界关注三峡工程在防洪中的角色，中国国家防汛抗旱总指挥部办公室官员14日在北京回应称，三峡“越到关键时刻越能体现作用”。
　　目前，中国防洪形势仍然严峻。据国家防总数据，截至7月13日，中国已有28省(区、市)1508个县遭受洪涝灾害，受灾人口超过6000万人，因灾死亡237人，直接经济损失近1470亿元人民币。
　　谈及三峡工程在防洪中的作用，国家防总督查专员、新闻发言人张家团当天在发布会上称，今年长江第1号洪水在三峡库区形成，当时入库洪峰流量5万立方米每秒，三峡水库控制出库流量3万多立方米每秒，消化了40%；第2号洪水在中下游形成，地处上游的三峡水库消化了30%，减少了下游1万多立方米每秒的流量，“对下游缓解压力起了很大作用”。
　　“三峡越到关键时刻越能体现作用”，国家防总防汛一处官员黄先龙指出，三峡工程的防洪作用主要体现在两个方面。
　　一是对长江防洪最关键河段之一荆江河段的防洪作用。三峡工程可将荆江河段防洪标准从十年一遇提高到百年一遇。如果遭遇千年一遇洪水，可保证荆江大堤不发生毁灭性灾害。
　　二是对城陵矶河段的补偿运用。即在城陵矶防洪形势紧张，但三峡上游来水不多的情况下，可以动用部分防洪库容，为城陵矶进行补偿调度。
