　　共同社称，自民党方面意在制衡中国，计划在7月内决定具体内容，并向首相安倍晋三提出这一要求。报道称，围绕油气田问题，尽管日中双方在2008年达成共同开发协议，但目前中国正在单方面推进开发。自民党认为此举违反了《联合国海洋法公约》第74条规定的为达成协议而努力的义务，因此拟提起仲裁。原田在13日前的讨论阶段曾向外务省、法务省听取了意见。
