  据张家团介绍,今年1号洪峰主要在三峡库区形成,当时三峡入库洪峰流量50000多立方米每秒,最大出库流量31600立方米每秒,削峰36.8%。至7月4日2时,三峡水库出现最高库水位151.57米,拦蓄洪量约29亿立方米,降低长江中下游沙市站水位1.35米左右。


  张家团说,第二次洪峰主要在长江中下游形成,三峡在上游,当时三峡入库流量是30000多立方米每秒,出库流量控制在20000立方米每秒,也削峰30%多,“应该说,三峡对缓解下游压力,发挥了很大作用”。


  据国家防总介绍,受益于三峡减少出库流量影响,有效减轻了长江中下游防洪压力,减少长江中下游高水位持续时间,为防汛工作赢得主动。


  “三峡是越到关键时刻,越能体现作用。”国家防办防汛一处处长黄先龙表示,三峡的防洪作用主要体现在两个方面,首先是对荆江河段的防洪作用。长江防洪的关键点在荆江河段,三峡防洪作用第一位的就是对荆江的补偿调度。


  黄先龙说,三峡能够将荆江河段的防洪能力从现在的十年一遇提高到百年一遇;遇到千年一遇洪水时,配合荆江分洪区的运用,能够保证荆江大堤不发生毁灭性灾害。


  三峡另一方面的防洪作用,主要体现在对洞庭湖城陵矶堤段实施防洪补偿调度。“这个补偿应用是有一定条件的”,黄先龙说,当三峡上游来水不是很多时,可以动用一部分三峡的防洪库容,来为城陵矶进行补偿调度。调度方案里规定,三峡水库在145米至155米之间,大概56亿立方米的防洪库容,可以用于对城陵矶地区的防洪补偿。


  据了解,这56亿立方米相当于增加了一个荆江分洪区的库容。
