　　新京报记者获悉，7月1日凌晨，兰州一名女摊主在网络发布消息称，自己的手推车被城管扣押。在扣押点，其向执法队员王某缴纳1000元罚款后取走了手推车。交涉过程中，王某记下了该女摊主的手机号码。当天凌晨，摊主发布通话截图称，王某凌晨三点约其外出。

　　新京报（微信公号ID：bjnews_xjb）记者了解到，涉事执法队员名王方忠，隶属兰州城管城关区执法局张掖路中队。新京报记者尝试联系王方忠，未获回应。兰州城关区执法局办公室一名工作人员表示，局里已经注意到此事，正在调查。

　　7月7日上午8点，兰州城管城关区执法局发布情况通报称，该局张掖路执法队员王方忠于6月30日晚8时30分左右，在执法过程中暂扣了7辆违规占用机动车道经营的手推车，事后几名被扣车辆的摊主到队员王方忠值班地点，索要被扣手推车用于拉运摆摊货物。其中一名王姓女摊主主动提出先交纳1000元作为处罚，第二天再到中队接受处理。“于是王方忠接受其主动交纳的1000元后，让对方推走被扣车辆”。

　　而关于“凌晨约女摊主”一事，城关区执法局回应称，因7月1日凌晨12时，王方忠接到家中电话，急需赴西安一趟，遂订购了7月1日上午6时50分飞往西安的机票。由于7月1日无法正常上班，因此，王方忠于7月1日凌晨3时许给王姓女摊主打电话，告知第二天案件不能处理，只能在离兰之前将1000元退还对方。

　　兰州城管城关区执法局通报显示，执法队员王方忠存在“不规范执法行为”，目前已被停职处理，进一步接受调查。
