　　关于“原 则”，我不知道美方所谈的“原则”是国际社会普遍接受的国际准则，还是那种“合则用、不合则弃”的利己主义原则。众所周知，《联合国海洋法公约》已经生效 了20多年， 美国至今都没有批准，却还在强行推进所谓的“航行自由计划 ”，对许多沿海国家进行挑衅和威胁。美方的这种“原则”是其霸权主义的体现，其构筑的只能是排他性的安全体系，这与国际准则相悖，我们坚决反对。
