　　台湾方面始终在两岸同胞最为关切的两岸关系性质这一根本性问题上采取模糊的态度，没有明确承认“九二共识”及其核心意涵。一段时间以来，两岸同胞都在问，台湾方面称尊重1992年两岸两会沟通协商达成的若干共同认知与谅解，所谓的“共同认知”到底是指哪些内容？所谓这一历史事实的重点在于求同存异，“求同存异”的“同”又是什么？台湾方面应该把这些东西讲清楚，说明白。只有对两岸关系的根本性质、对两岸关系发展基础的问题作出明确的、正确的表述，两岸的制度化交往才能得以延续。
