公安民警核实确定，该视频系在沁园公安分局办公楼前拍摄。

6月17日，沁园公安分局民警将拍摄该视频的两名违法嫌疑人靳某、郭某抓获。经查，靳某，男，18岁，系视频中扬言砸警车的男子；郭某，男，21岁，系帮助靳某拍摄视频人员。

据靳某交待，他平时特别喜欢转发网上的小视频。后来他听说，如果发视频点击量高，可以获得粉丝。为了成为“网红”并获得报酬，靳某拍摄了不少短视频上传到网上，但点击量都很一般。

6月17日上午，靳某手机被盗，与朋友郭某到沁园分局报案。离开时，靳某看见一辆警车停放在分局院内，遂产生拍摄砸警车的视频博取关注，吸引粉丝。于是，靳某趁中午无人，让郭某帮其拍摄了砸警车的视频。

靳某称，其实自己没想过、也不敢砸警车，只是想利用这种方式骗取网友关注，增加自己视频的点击量。

最终，在民警的批评教育下，二人认识到自己行为的违法性，及时将该视频从网上删除。目前，二人因涉嫌寻衅滋事被依法作出行政拘留14日的处罚。
