　　记者昨悉，《湖北省电梯使用安全管理办法》（以下简称办法）已由省政府办公厅发布，8月1日起施行。办法规定，市区电梯困人，接到报告后，维修人员必须30分钟以内到场，市区外的1个小时以内到达，被困时间超过1小时，最高可罚1万元。

　　该条例明确，电梯维护保养的过程与结果，需要记录并由主管人员签字，而且还要在轿厢内公示；相关记录记入电梯的安全技术档案，至少保存4年；如果电梯出现故障，有人员被困，接到“困人”报告后，维修人员必须及时抵达现场实施救援，市区内抵达现场的时间不超过30分钟，其他地区不超过1小时；如果乘客被困轿厢超过1小时，可对物业公司等电梯使用单位，处以3000元以上1万元以下罚款。

　　而且，电梯的安装、改造、修理应由电梯制造商或其他许可单位进行，严禁任何形式的转包、分包，否则可处最高3万元罚款。受同等处罚的情况还有，公共场所电梯不装监控器，电梯改造不标明改造单位名称、改造日期和许可证编号等。
