法制晚报快讯（稿件统筹：朱顺忠 深度记者：陈威）近日，法晚（微信公号ID：fzwb_52165216）记者从辽宁省丹东市中级人民法院获悉：备受社会关注的“宽甸镇政府欠债不还”一案，丹东市中级人民法院作出执行决定书，将被执行人丹东市宽甸满族自治县长甸镇人民政府纳入被执行人名单。
此前，本报曾以《镇政府欠债 200年还不清》为题报道了此事：被告，长甸镇人民政府，因未履行合同义务，应赔偿原告周胜喜247万余元以及利息。
2003年辽宁省高院作出终审判决：1997年，由于长甸镇砂轮厂在资产评估及出售时，部分债权已不存在，长甸镇政府履行合同过程中将已经不存 在部分债权作为有效债权加以评估，长甸镇政府作为出售方，存在过错，应承担相应的民事责任。赔偿周胜喜所造成的损失，247万余元及利息。
据代理律师刘志民和王殿学介绍，根据辽宁省高院的判决，247万元自1997年11月开始计算利息，自1999年5月按中国人民银行有关逾期付款的有关规定执行，计算至2016年5月，本金加上利息等，长甸镇政府应偿还周胜喜3700余万元。
此前，长甸镇田镇长接受法晚记者采访时曾表示，法院判决镇政府赔付，我们就应当赔付。我们在尽最大的努力去还这笔钱。
2016年6月13日，辽宁省丹东市中级人民法院作出执行决定书，将被执行人丹东市宽甸满族自治县长甸镇人民政府纳入被执行人名单。
法晚（微信公号ID：fzwb_52165216）记者从最高人民法院官网了解到，自2015年7月22日起施行的《最高人民法院关于限制被执 行人高消费及有关消费的若干规定》指出：纳入失信被执行人名单的被执行人，人民法院应当对其采取限制消费措施。被执行人为单位的，被采取限制消费措施后， 被执行人及其法定代表人、主要负责人、影响债务履行的直接责任人员、实际控制人不得实施前款规定的行为。因私消费以个人财产实施前款规定行为的，可以向执 行法院提出申请。执行法院审查属实的，应予准许。
