中方：日本政府应尽快就福岛核泄漏给出负责任的交待
中新社北京6月14日电 (叶秋曈)中国中国外交部发言人陆慷在14日的例行记者会上再次敦促日本政府就福岛核泄漏问题及时向国际社会通报情况，并采取一切必要措施保护海洋环境。
　　他表示，由于核泄漏各方面影响不仅限于日本国内，日政府应尽快给本国国民、周边国家和国际社会一个负责任的交待。
　　有记者问，据日本媒体报道，日本福岛县12日首次解除了核辐射水平比较高的一个“居住限制区域”的避难指令，允许避难者返回受核泄漏污染的原居住地。不过灾民对核辐射的担忧依然未消，认为日本政府急于解禁核污染区是为东京奥运会造势。中方对此有何评论？
　　陆慷回应称，关于福岛核泄漏事故问题，中方已多次表明立场，要求日本政府及时、全面、准确、诚实地向国际社会通报情况，并采取一切必要措施保护海洋环境。中方注意到，自从5月30日东京电力公司原子能部门负责人披露过去5年隐瞒了福岛核泄漏事故真实情况以来，日本政府到现在也没有对此作出认真负责的公开回应。刚才提到的日本国民对日本政府的抱怨，纯粹属于日本内政的事，不便做评论。但因为福岛核泄漏对环境、生态、食品安全造成的影响，这不仅限于日本，日本政府还是应该尽快给本国国民、周边国家和国际社会一个负责任的交待。
　　随后有记者问，现在中国赴日旅游人数不断增加，中国和日本之间贸易量也很大，考虑到福岛核辐射的长期影响，中方是否对中国旅客安全以及食品安全表示担忧？
　　对此，陆慷表示，从中国和日本关系的长远发展考虑，我们鼓励中国和日本人民之间友好往来，但同时，中国政府也必须对中国公民的安全负责。2011年日本大地震发生后，中国外交部即发布安全提醒，建议中国公民和团组谨慎前往福岛等地震重灾区。目前，该提醒仍然有效。希望中国公民继续关注中国外交部发布的有关安全提醒，妥善安排出行计划，确保自身安全。
　　陆慷强调，选择什么样的出行计划，是每个中国公民的自由；但在存在不确定风险时作出必要的提醒，是中国政府的责任；而尽快诚实说明福岛核泄漏事件和影响的真实情况，是日本政府不容推卸的义务。
