　　王安顺在致辞中欢迎中美两国的市长和嘉宾齐聚北京，共商绿色低碳发展。他说，北京积极贯彻落实中国政府应对气候变化的行动目标，一直致力于绿色发 展、低碳发展、循环发展，大力实施清洁空气行动计划。我们将深入践行“创新、协调、绿色、开放、共享”的发展理念，加快推进供给侧结构性改革，继续优化能 源结构，提高清洁能源比重和重点领域能效水平，严格控制能源消耗、碳排放总量和强度，确保实现二氧化碳排放在2020年左右达峰的目标。

　　张勇致辞说，中美两国作为最大的发展中国家和最大的发达国家，需要履行好各自应尽的国际责任，为应对全球气候变化作出积极贡献。两国合作潜力巨大， 希望双方在低碳城市建设、碳排放交易、财政和金融政策方面深入交流合作，使城市更宜居、更可持续，为保护人类共同家园作出更大贡献。

　　峰会是落实《中美元首气候变化联合声明》的重要举措，首届峰会去年在洛杉矶举行。开幕式上，中美两国城市政府部门、研究机构、企业等共同签署20多项协议，其中北京与兰州签署《北京—兰州低碳城市发展合作协议》。

　　北京市委常委、常务副市长李士祥主持开幕式，美国能源部副部长舍伍德·兰德尔、美国凤凰城市长格雷格·史坦顿分别致辞。
