环保部：2015年超五成地下水水质遭遇“差评”|地下水_新闻资讯

　　2日，环保部对外发布《2015中国环境状况公报》。公报显示，2015年全国城市空气质量总体趋好，首批实施新环境空气质量标准的74个城市细颗粒物（PM2.5）平均浓度比2014年下降14.1%。全国338个地级以上城市中，有73个城市环境空气质量达标，占21.6%；265个城市环境空气质量超标，占78.4%。

　　全国423条主要河流、62座重点湖泊（水库）的967个国控地表水监测断面（点位）开展了水质监测。以地下水含水系统为单元，以潜水为主的浅层地下水和以承压水为主的中深层地下水为监测对象的5118个地下水水质监测点中，水质为优良级的监测点比例为9.1%，良好级的监测点比例为25.0%，较好级的监测点比例为4.6%，较差级的监测点比例为42.5%，极差级的监测点比例为18.8%。338个地级以上城市开展了集中式饮用水水源地水质监测，取水总量为355.43亿吨，达标取水量为345.06亿吨，占97.1%。

　　2016年1月份，环保部表示正在编制《水污染防治行动计划》（“水十条”）实施情况评估考核办法和实施细则，预计今年出台。据悉，实施细则将通过在污水处理、工业废水、全面控制污染物排放等多方面进行强力监管，铁腕治污将进入“新常态”。

　　值得注意的是，未来问责制将进一步细化落实，环保部将和各省市签订水污染防治目标责任书，地方若治理不力将面临强力问责。据公开资料，目前包括山东、安徽等省份在内，已经有近30个省（区、市）公布了水污染防治工作方案。
