China enacted the satellite navigation regulations, established the legal status of the Big Dipper-satellite, Beidou navigation-IT information

Held in Changsha on the seventh annual academic meeting of China satellite navigation, China is developing the satellite navigation regulations, and has been included in the plan of 2016 the legislative work of the State Council. As a completely independent intellectual property rights, China's national brand, the big information system is China's major infrastructure. Since the end of 2012 to provide regional services, continuous and stable operation of the system, the performance index rose steadily to meet the 10 m target, part of performance pledge.

From 2015, China has successfully network launched 5 new generation Beidou navigation satellites and 1 regional service backup satellite, will provide timely access services can further improve the Beidou system reliability and performance, and lay a solid foundation for system services to expand around the world.

Based on the Beidou system global network construction plan in 2018 will be the first to "along the way" the State provision of basic services, global service capacity in 2020, and built a world-class global satellite navigation system.

China attaches great importance to and actively promote the development of satellite navigation industry, has issued the opinions on promoting information consumption to expand domestic demand of medium and long-term development plan of the national satellite navigation industry, from the national level long-term general plan for the development of the satellite navigation industry.

中国制订《卫星导航条例》，确立北斗法律地位 - 卫星,北斗导航 - IT资讯

在长沙召开的第七届中国卫星导航学术年会上，目前我国正在制订《卫星导航条例》，并已列入《国务院2016年立法工作计划》。这将成为我国首部卫星导航领域的行政法规，为保护北斗系统提供可靠服务，提高北斗系统法制化管理水平。

中国卫星导航系统管理办公室主任冉承其介绍，《卫星导航条例》将规范我国卫星导航领域相关活动，确立北斗系统作为国家空间信息基础设施的法律地位，推动北斗应用及产业发展。

作为中国完全自主知识产权的民族品牌，北斗系统是中国重大信息基础设施。2012年底正式提供区域服务以来，系统连续稳定运行，性能指标稳中有升，满足10米指标要求，部分地区性能优于承诺指标。

自2015年以来，我国已成功组网发射了5颗新一代北斗导航卫星和1颗区域服务备份卫星，将适时入网提供服务，可进一步提高北斗系统可靠性和服务性能，并为系统服务向全球拓展奠定坚实基础。

根据北斗系统全球组网建设计划，2018年将率先为“一带一路”国家提供基本服务，2020年形成全球服务能力，建成国际一流的全球卫星导航系统。

我国高度重视并积极推动卫星导航产业发展，先后发布了《关于促进信息消费扩大内需的若干意见》《国家卫星导航产业中长期发展规划》，从国家层面对卫星导航产业长期发展进行了总体部署。
