发改委：部分煤企低价倾销冲击市场 将引导减产

　　新京报快讯(记者赵毅波)国家发改委等部委今日发布《关于进一步规范和改善煤炭生产经营秩序的通知》。通知指出，部分企业采取低价倾销举措严重冲击行业生产秩序和市场供需平衡。

　　发改委表示，当前，煤炭行业陷入严重困境。特别是去年以来，部分煤炭企业为挤占市场份额，采取超能力生产、以量补价、低价倾销等措施维持生产运行，不仅严重冲击了正常的煤炭生产经营秩序，而且加剧了市场供需失衡，加重了行业困难。上述问题如不能尽快得到遏制，国家有关煤炭行业脱困发展的目标任务将难以实现。

　　关于引导煤炭企业减量生产的具体举措，发改委表示，为防止超能力生产，原则上法定节假日和周日不安排生产。

　　发改委强调，煤矿企业要妥善安排职工休假，确保法定节假日和每周日职工得到集中休息，降低职工劳动强度，严禁以牺牲职工正常休假权利为代价，片面追求产量和效益。严格遵守《反不正当竞争法》、《反垄断法》，坚持依法经营，理性竞争，不得恶意降价、低价倾销，坚决杜绝不正当竞争。

　　发改委表示，煤炭企业要积极适应市场形势变化，正确处理好控产与增效的关系，自觉规范生产经营行为，特别是国有企业要发挥表率作用。在当前煤炭价格明显偏低的情况下，煤炭工业协会要引导企业通过主动减产、限产促进煤炭价格理性回归。
