25家互联网公司共建猎网联盟 遏制网络诈骗

　　新华网北京5月12日电（凌纪伟）5月12日，百度、京东、58同城以及新浪、优酷、新华网、亚马逊等25家主流网站加入由北京市公安局网络安全保卫总队与360公司联合发起成立的猎网联盟。

　　此次参与联盟的网站包含了重点新闻网站、搜索引擎、大型商业门户、知名电商、生活服务平台、视频网站等各种类型，覆盖用户群体众多。

　　“维护网络安全是全社会共同责任。动态化、开放化的网络社会背景下，形成网络安全共识、抵御网络安全风险，需要我们搭建更多的沟通合作平台。”发布会上，北京市公安局网安总队副总队长王京军表示，伴随着诈骗形势的日趋复杂，打击网络诈骗必须充分结合警、企、民三方力量。

　　当日，正值互联网行业社会责任日，360公司副总裁曲冰表示，联盟在这一天发布更具意义，“猎网联盟成立让我们的反诈骗工作走向了警、企、民、网全方位合作的新阶段。”

　　去年5月12日，北京网安与360公司联合发起猎网平台，致力于警民联合网络诈骗案件的举报、打击、防范，面向全国网民征集网络诈骗举报线索。据悉，联盟成员将在公安部门的监督指导下，以猎网平台大数据为基础，共享网络欺诈信息并及时协同处理网上诈骗信息，通过压缩诈骗信源的传播时间和空间，有效遏制网络诈骗。

　　猎网平台负责人、360首席反诈骗专家裴智勇介绍，猎网平台成立一年来，累计收集网络诈骗举报15万起，其中有5.5万余起直接来自于平台用户。

　　当日同步发布的《猎网平台2016年一季度网络诈骗趋势研究报告》显示，第一季度猎网平台共接到来自全国各地的网络诈骗举报4252起，涉案总金额高达2850.8万元，人均损失6701元。

　　其中，一项涉及网络诈骗劫财方式的统计数据颇具特点。从用户举报数量来看，有1843人通过银行转账、第三方支付、手机充值等方式主动给不法分子转账，占比43.3%。“无论从举报数量和涉案总金额来看，受害者被诈骗分子成功忽悠，从而主动转账支付是网络诈骗财产损失的主要方式。”裴智勇分析说。

　　此外，报告还指出，手机卡成为新的盗窃目标，诈骗专业度越来越高、完美骗术越来越多、利用新业务和冷门业务漏洞实施诈骗已成为网络诈骗的明显趋势。
