SAC while trimming debt: 82 central issue 4 trillion

SASAC said at the end of March 2016, there are 82 issue bonds of Central enterprises totaled 4.05 trillion, of which: 37.4% of medium-term notes ultra short-term 20%; corporate debt 14.2%; corporate bonds accounted for 12.2%; short-term financing bonds accounted for 5.7%.
SASAC said from the troubleshooting situation, since 2014 1 Central enterprises (CSG) and 3 central corporate-owned enterprises (South industries group tianwei group, group II, coal group in Shanxi, China Huayu) bond default occurred, involving amount of 8.4 billion yuan of bonds, central business 0.2% of the overall scale of the issue. SASAC carefully supervise enterprises by deepening reform and strengthening management, resource integration, increase efficiency by downsizing staff, debt restructuring and other measures, to reduce risk, out of the Woods, and gradually realize the healthy development, the current default risks have been well disposed or are properly addressed.

国资委摸底央企债务：82央企发债4万亿
新京报快讯(记者赵毅波)国资委5月6日在官网发布消息称，在中国铁物债务风险爆发后，国资委近期对央企各类债券全面摸底，截至3月底，共有82家中央企业发行债券余额4.05万亿。
对于此次摸底的背景，国资委表示，前不久，中国铁物因经营困难，在银行间债券市场进行特别风险提示，并按有关方面要求暂停了168亿元债券交易，引起各方广泛关注。国资委高度重视，近期组织对106家中央企业发行的各类债券进行全面摸底，对即将到期的债券逐笔进行风险排查。
国资委透露，截至2016年3月末，共有82家中央企业发行债券余额4.05万亿，其中：中期票据占37.4%;超短期融资券占20%;企业债占14.2%;公司债占12.2%;短期融资券占5.7%。
国资委称，从排查情况看，2014年以来，有1家中央企业(中钢集团)及3户中央企业所属子企业(兵器装备集团所属天威集团、国机集团所属中国二重、中煤集团所属山西华昱)先后发生债券违约，涉及债券金额84亿元，占中央企业整体发行债券规模的0.2%。国资委认真督导企业通过深化改革、强化管理、资源整合、减员增效、债务重组等措施，化解风险，走出困境，逐步实现健康发展，目前违约风险均已得到较好处置或正在妥善解决。
经国资委风险排查，目前，中国铁物及2户中央企业所属子企业尚存在债务风险问题。对此，国资委高度重视，决定中国铁物交由资产管理平台公司(诚通集团)实施托管，企业正在积极加快资产处置，盘活优质资源，尽全力化解债券风险。此外，相关中央企业多渠道多方式筹措资金，涉及2户子企业的到期债券已经兑付。
国资委强调，从排查结果看，中央企业虽然面临经济下行压力加大、部分行业产能过剩、石油等大宗商品价格持续走低等不利因素，但目前整体生产经营稳中向好，各项改革调整和提质增效工作正在稳步推进，财务和资金状况良好，主要运行指标持续改进，企业整体财务结构稳健，债务风险总体可控。
