北京超四成受访者租房遇不良中介 住建部将全国整治

北京43.8%受访者曾遇“黑中介”
发布会上，陆克华公布这样一个数字：北京市在2014年对3万多名年轻人住房状况进行了调查，其中43.8%的人都表示在租房过程中遇到中介方面的不良行为。
而大家遭遇的“黑中介”行为有哪些?新京报记者从北京市住建委获悉，北京市房地产经纪机构被投诉问题主要集中在隐瞒成交价格、隐瞒房屋状况、拖欠租金、违规打隔断出租、强行进行资金监管、租期届满不退还押金、违规收费、提前终止租赁合同引起的三金纠纷等。
近年来，我国连续出台多部关于房屋中介的监管法律法规，但“黑中介”现象仍时常出现在公众视野。相关管理部门工作人员说，其中一个重要原因是，一些中介公司并未到行业监管单位备案，很难找到相应公司与从业人员，即便找到，对行政处罚也不配合。
将规范中介机构房源信息发布
“目前，我部正在制定具体可操作、能够抓落实的、管用的、能见实效的措施，这个文件即将印发实施。”陆克华说，将进一步规范中介机构房源信息发布，全面推进房地产转让合同网签，切实加强房地产交易资金监管，强化对房地产中介机构的备案管理，加强中介机构从业人员管理，完善信用信息系统，加大日常监督检查的力度等，进行规范和整顿。
“要求中介机构在房源信息发布前要经委托人同意，同时还要到当地房管部门进行房源信息核验后才可以发布。”陆克华提出，中介机构不得以虚假的信息、虚假的价格进行“钓鱼”，要编制统一的房屋状况说明书，标明房屋的基本状况、水暖气配套情况、权属状况、挂牌价格或者租金、物业费等内容，不得隐瞒房屋的真实情况。“现在信息发布有网络上的、有门店的、宣传单的，照片照得很漂亮，但往往货不对板，张冠李戴，要求发布的信息必须是准确的，必须是正在出售或者出租的。”

住建部即将在全国范围内开展房地产中介专项整治行动，对于存在违法违规行为的中介机构，各地要责令限期整改，记入信用档案，取消网上签约的资格。
“情节严重的依法处以罚款，并列入黑名单。”陆克华表示，要严肃查处一批违法违规机构，曝光一批典型案例，将害群之马清出市场。
据了解，目前，北京、上海、深圳等地已经率先开展了清理整顿工作。
北京住建委从2013年起开始每月公布北京遭受投诉最多的十家中介公司，希望提醒市民避免上当受骗。
2015年，被称为“黑中介教父”的赵国军因强迫交易罪被丰台法院判处有期徒刑两年，成为北京首例被判刑的中介。一年时间，赵国军的中介公司签订了5万多份租房合同，一方面强迫房主将房屋租赁给中介公司，同时，采用拆除隔离、损坏财物等方式，强迫房客退租，并以各种理由少退或不退房客租金，坑蒙房东和租客敛财。
