　　2015年10月26日上午，娄底市委组织部一行来新化县考察干部，经民主推荐，水车镇党委书记杨海波被推荐为市直单位副处级领导人选。杨海波的妻子、上渡办事处监察室主任朱奇英得知消息后，对杨海波表示不同意其前往娄底任职。当天下午，考察组前往杨海波所在单位水车镇对其进行实地考察，并召开全镇干部职工大会进行民主测评。会上，闻讯而来的朱奇英在没有得到允许的情况下、违反会议程序擅自站在主席台下，对参加考察测评的干部职工代表，讲述了自己的家庭情况，说明了自己不支持其丈夫杨海波去娄底任职的想法，并要求在场的参会人员不要推荐杨海波去娄底工作。朱奇英发表意见后，受其影响，会场出现了一些不同意提拔杨海波的测评票，市委组织部的考察测评工作被迫终止，造成了较大负面影响。

　　朱奇英身为共产党员、纪检监察干部，擅闯考察测评大会会场，扰乱考察工作秩序，致使考察测评工作终止，违反了2003年颁发的《中国共产党纪律处分条例》第163条的规定，构成妨碍党和国家工作人员依纪依法执行公务的行为。2015年11月23日，新化县纪委做出决定，给予朱奇英党内严重警告处分;同时，对杨海波进行批评教育。2016年3月3日，水车镇因党风廉政建设“两个责任”落实不力被县委约谈，并全县通报。

　　对此，娄底市纪委负责人日前严肃指出：“作为纪检监察干部，理应带头遵守组织纪律，执行组织的决定。朱奇英的行为，严重违反了党的纪律，应该受到严肃处理，调整岗位。每个党员特别是领导干部都要严守党纪条规，注重家教家风!”
