　　中新社北京4月30日电 针对欧盟对进口钢铁产品采取预先监控措施，中国商务部30日在其官方网站发布贸易救济调查局负责人谈话表示，“贸易保护主义措施无助于解决问题”，欧盟应避免发出“错误信号”。

　　当地时间4月29日，欧委会发布公告决定对进口钢铁产品采取预先监控措施，措施自公告之日起21个工作日后生效。该措施要求，来自第三国的钢铁产品在进入欧盟自由流通时需出示进口监控文件，为此进口商需预先向成员国主管部门申报进口并获取监控文件。

　　中国商务部贸易救济调查局负责人表示，欧盟采取进口预先监控措施增加了进口环节，给正常贸易带来额外负担，中方对此表示关注。

　　“(中方)呼吁欧盟信守在国际场合下做出的承诺，避免向外界发出错误信号”，该负责人指出，当前全球钢铁行业面临困难，实施贸易保护措施无助于解决问题，相反只会对正常的贸易秩序造成进一步冲击，中方一贯倡导反对贸易保护主义，维护稳定、可预期、公正的贸易环境。
