100% who look forward to China's legislation provides an indoor public places smoke-free

China needs a smoke-free legislation, particularly a requirement 100% comprehensive smoke-free indoor public places smoke-free legislation. The reasons for that? 世卫盼中国立法规定室内公共场所100%无烟

　　中国需要一部无烟立法，特别是需要一部要求室内公共场所100%全面无烟的无烟立法。原因为何？世界卫生组织驻华代表处潘洁兰博士在新探健康发展研究中心的“室内禁烟无例外”媒体会上给出了如下五个理由：

　　1、这是世界卫生组织《烟草控制框架公约》的要求。

　　中国已于2005年签署了这一全球烟草控制协定。这意味着中国有责任和义务来履行其中的法律条款，包括确保所有室内公共场所全面无烟。

　　2、达不到100%全面禁烟的无烟立法，都是无效的。

　　二手烟暴露没有安全水平可言。允许例外或者漏洞的存在，如在餐馆、酒吧、酒店宾馆、单人办公室、工作场所和机场设立吸烟区，就意味着每天在这些场所工作或出入的成千上万的老百姓都会接触到这致命的二手烟。因此，允许例外的存在无异于是过失犯罪。

　　3、达不到100%全面禁烟的无烟立法，将使执法难上加难。

　　在所有存在类似例外或漏洞的其他国家和地区，这些漏洞给执法带来了巨大困难。二手烟不会只停留在指定“吸烟区”内，因此，在哪里吸烟算违法行为，执法者难以、甚至无法界定。不规定所有公共场所100%全面禁烟的无烟立法，就好像一只底部破了大窟窿的水桶。

　　4、达不到100%全面禁烟的无烟立法，将重创北京等地区已经取得的进步。

　　北京的控烟条例堪称典范，为这个城市的数千万居民和游客创造了史无前例的无烟环境。若全国无烟立法允许例外，将重挫北京和深圳等城市多年的控烟努力，也会阻碍上海等地进一步严格无烟立法。

　　5、通过100%的无烟立法才是正确的做法，这能够挽救无数的生命。

　　中国每年有10万人死于二手烟暴露。一部100%全面禁烟的无烟立法可以拯救这些生命。反之，一部允许例外的无烟立法将牺牲更多的生命。

　　“如果能够出台一部100%的无烟立法，中国将能抓住力挽狂澜的历史性机遇，成为其他国家学习的榜样，向世界发出这样的信息：将无辜民众暴露在致命二手烟中是绝对不可容忍的，无论何时何地。”潘洁兰说。
