北京市市政市容委有关负责人表示，要求公厕冬天的温度不低于12℃，夏天的温度不高于30℃，这个标准是考虑到身体舒适度设定的。公厕建设实施市场化、招投标建设，建设过程中可以采用安装暖气、空调、防热板等方式调节温度。建设完成后，市政市容委将按照这个标准检查考核公厕。

北京提出公厕应以清洁、实用、环保为宗旨。新标准明确，新建改建公厕将加装主动式排风除臭系统，有条件的公厕还将在每个厕位旁安装通风管道。并且厕内将实现智能控温，冬天温度不低于12℃，夏天不高于30℃。为符合环保要求，节水规定也会更加严格，要求大便器冲水每次小于4升，小便器冲水每次小于1.5升。

按照计划，“十三五”时期北京将消灭旱厕。相关负责人透露，今年北京将率先对700座公厕实行服务品质提升。其中，新建改建200座、集成便民服务功能100座、无障碍改造100座、加装除臭防冻设施100座、旅游公厕升级200座。未来全市2400余个由环卫集团管理的公共厕所都将陆续实现WiFi覆盖。
