党员领导干部本应带头执行中央八项规定精神，严格遵守纪律和规矩，但西青区西营门街党委书记高祝杰却阳奉阴违，“明里一套、暗里一套”，占用两套办公用房。4月20日，经西青区区委批准，西青区纪委对高祝杰涉嫌严重违纪问题立案审查。
2013年8月，西青区对超标准办公用房问题进行集中清理，此时，高祝杰所用办公室为套间306室，里外两间，外间办公，里间作休息室，属于严重超标。为应对检查，高祝杰欺瞒组织，明里将303室作为自己的办公用房，暗里却攥着306室钥匙不放，实际仍为他个人使用。
集中清理后，高祝杰自认为“风头”已过，又打起了如意算盘。为规避组织监督检查，他让人将306室的里间门用一组没有后挡板的衣柜进行伪装，玩起“障眼法”，形成暗门暗室。经过伪装的306室，单从外表看，仅为一普通单间，一侧墙壁摆满书柜及衣柜，与一般办公用房无异，而打开衣柜门却是别有洞天，里间床铺、电视、冰箱、洗浴等设施一应俱全，办公室犹如高级宾馆。
高祝杰处心积虑占用两套办公室，303室使用面积28.63平方米，306室使用面积48.47平方米，共超标53.1平方米。

轻者重之端，小者大之源。超标准配备使用办公用房，看似小事小节，反映出的却是作风建设的大问题。一旦放任自流，不但浪费公帑，而且助长贪图安逸、追求享受的歪风邪气。党的十八大以来，在正风肃纪的高压态势下，高祝杰仍罔顾中央和市委的三令五申，心存侥幸，顶风违纪，是情节严重、性质恶劣的“奇葩”违纪行为，是典型的隐身变型“四风”问题。
落实中央八项规定精神、纠正“四风”只有进行时，没有完成时。“四风”问题一旦反弹，就会失信于民，必须言出纪随、一寸不让。广大党员干部要严守党的各项纪律，廉洁自律坚持高标准，令行禁止不触“底线”。各级纪检监察机关要坚持把纪律和规矩挺在前面，越往后执纪越严，对顶风违纪行为，露头就打、从严查处。对那些不知止、不收手的人，不妨在此奉劝一句：莫伸手，伸手必被捉。
