新京报快讯(记者 黄颖)《中国教育发展报告》(2016)中提到，目前我国农村留守儿童呈现出农村留守儿童规模巨大，且集中在劳务输出大省，但总体呈下降趋势。
上述数据是以浙江、山东、重庆、四川、江西、湖南、湖北、河南、山西、甘肃10省(市)9448名农村义务教育阶段学龄儿童为样本，并结合教育部的统计数据结合而得。
调研显示，目前我国农村留守儿童主要集中在小学阶段，但初中阶段留守率高于小学阶段;父亲外出和双亲外出留守儿童比例较高，一半以上的留守儿童面临母亲缺位(53.09%);留守儿童中有三分之一属于隔代监护，五分之一处于同辈监护等状况。根据全国妇联测算的数据显示，在我国6102.55万农村留守儿童中，独居留守儿童占比3.37%，达205.7万人。
报告还显示，留守儿童舆情事件主要集中在中西部劳务输出大省。据介绍，过去十年间，中部地区舆情事件累计达113起，占事件总数的47.28%。其中，以河南及湖南省最为突出，占据事件省份排名的前两位。西部地区的舆情数为76起，占事件总数的31.80%，其中主要集中在以四川、广西、贵州为主的人口流出大省。
专家表示，这意味着我国有大量的农村留守儿童处于监护不良或监护缺失状态，这一状况尤其应引起各方关注。而要解决留守儿童问题，需要监护、教育与亲情的“复位”抑或“补位”，为留守儿童健康发展提供最能满足他们需要的支持。例如强化家长的主体监护与教育责任，减少外出比例，多与孩子联系;政府积极提供辅助支持，可通过立法手段，进一步明确家长的监护主体责任。
有专家也建议，可以以政府为主导，在农村地区设立留守儿童专门救助机构。通过政府购买社会服务，调动社会专业组织和机构的广泛参与，提高留守儿童社会关爱的广泛性和专业性。同时改变以往过于注重知识教育、追求升学率的发展模式，针对留守儿童群体的特定需求，创新农村教育课程，加强留守儿童的法制、安全和心理健康教育。
据了解，此前，国务院曾印发《关于加强农村留守儿童关爱保护工作的意见》提出，父母要依法履行对未成年子女的监护职责和抚养义务。外出务工人员要尽量携带未成年子女共同生活或父母一方留家照料，暂不具备条件的，应当委托有监护能力的亲属或其他成年人代为监护，不得让不满十六周岁的儿童脱离监护单独居住生活。《意见》还明确，父母或受委托监护人不履行监护职责，情节严重或造成严重后果的，公安等有关机关可依法追究其责任。
