　　核安全关系人类命运，核安全事件的影响超越国界，没有哪个国家能够独自应对，也没有哪个国家可以置身事外。自2010年首届峰会举行以来，特别 是第三届核安全峰会上习主席提出应“坚持理性、协调、并进的核安全观”、主张构建一个“公平、合作、共赢的国际核安全体系”以来，中国以实际行动诠释什么 是理念践行与责任担当。从已将核安全纳入国家总体安全体系、制定实施核安全中长期工作规划，到批准核安全领域所有国际法律文书、所承诺的国家核安全示范中 心提前竣工并运营，再到逐步增加向核安全基金捐款、中美成功举行首次年度核安全对话等等，充分彰显中国奉行精益求精的理念，充分证明中国坚持言出必行的原 则，充分表明中国心怀合作共赢的愿景。

　　在这样一个50多个国家和国际组织领导人出席的重要会议上，习主席庄严宣布了五项中国举措：构建核安全能力建设网络，推广减少高浓铀合作模式， 实施加强放射源安全行动计划，启动应对核恐怖危机技术支持倡议，推广国家核电安全监督体系。这五项举措，折射的是中国秉持核安全理念的一贯态度，表明的是 中国继续加强本国核安全、积极推进核安全国际合作的决心诚意与务实行动。

　　引人注目的是，习主席在此次峰会上提出了“四个强化”的中国主张。强化政治投入，主张的是凝聚加强核安全国际共识，对核恐怖主义零容忍、无差 别。同时要寻求治本之道，构建以合作共赢为核心的新型国际关系，铲除滋生核恐怖主义的土壤。强化国家责任，主张的是各国要担起确保核安全的责任，从国家层 面部署实施核安全战略，既要筑牢基本防线，又要制定全方位、分阶段的危机应对预案。强化国际合作，主张的是所有国家都要参与到核安全事务中来，努力打造核 安全命运共同体。强化核安全文化，主张的是强化法治意识、忧患意识、自律意识、协作意识这个核安全文化核心，促进学术界和公众树立核安全意识。习主席提出 的四点主张，富有深厚的中国文化底蕴，是加强核领域全球治理的中国智慧。
