“一卡通”以身份证作为切入点：实现已发卡、证与拟发卡、证的整合与平稳过渡。使市民城市生活逐步转向以信用为主的生活方式。针对特殊群体，发行具有视读功能的特殊证件(比如老年人优待证、残疾人证、学生证等)，做到“卡证同存”。同时通过技术手段将“一卡通”实体卡信息加载到手机或其他可穿戴设备中，市民在使用过程中无需携带实体卡即可完成身份认证，公共服务等相关业务应用，做到“虚实结合”。
