警方破获假冒美容药案：0.6元成本卖价8000元|美容药|假冒_新闻资讯

　　以一瓶0.6元的价格从广州订购美白因子冻干粉,又分别从广州、北京定做“保妥适”牌、“衡立”牌以及韩国等一些品牌美容药品的防伪瓶盖、包装、标贴、说明书,在哈尔滨租住两套房屋并购买设备、工具进行生产,通过微信发布消息进行销售。就这样,假冒知名品牌的美容药品玻尿酸、肉毒素等被层层转销,卖到全国数十个省市,价格则翻了上万倍。

　　《法制日报》记者今天从江苏省南京市公安局栖霞分局获悉,历经4个多月,该局成功侦破一起遍及哈尔滨、北京、天津、南京、广州等地的特大制售假冒美容药品案,捣毁生产、销售假药窝点10个,抓获犯罪嫌疑人16人,查获假冒肉毒素、玻尿酸5千余支,半成品假药、防伪瓶盖、包装、标贴、说明书以及生产工具等物品5万余份,涉案金额达上千万元。

　　美容培训课给学员卖假药

　　2015年8月初,栖霞分局在工作中发现,辖区部分美容院(店)、诊所涉嫌使用假肉毒素、玻尿酸的线索。据此,栖霞分局食药环犯罪侦查大队联合市、区食药监部门迅速展开侦查,果断采取行动。

　　2015年8月27日,在一美容店内抓获涉嫌销售假药的犯罪嫌疑人谢某,扣押注射过的假肉毒素1支以及假玻尿酸等药品。经鉴定,涉案产品均为假药。经进一步查证,2015年以来,谢某一直在无资质的情况下从事美容微整形行业,从杭州、南京的上家手中低价购进假肉毒素和假玻尿酸并大肆销售。

　　由于案情重大,在江苏省公安厅食药环侦总队的指导下,南京市公安局治安支队会同南京市食品药品监督管理局、栖霞分局迅速成立专案组深入调查。

　　2015年9月7日,专案组决定兵分两路。一路连夜赶往杭州开展进一步侦查,在杭州一酒店内将犯罪嫌疑人张某某及戴某某抓获。现场查获疑似假药48盒,在张某某住处查获疑似假药471盒,在其工作单位查获疑似假药24盒及部分针管、氯化钠注射液等,涉案金额达10万元。

　　同时,另一组办案民警将身处南京某出租屋的嫌疑人张某抓获,在其家中搜到并扣押少量疑似假药。经审讯,张某交代了其通过美容培训的方式,以一次培训课8000元的价格将假肉毒素卖给学员的不法事实。　

　　制售成本价6角能卖8千

　　随着侦查工作的推进,一个销售范围遍布全国各地,上家多达10余人的犯罪网络逐渐清晰。按照“抓主犯、追源头、端窝点、毁网络”的侦查工作思路,专案组远赴天津展开调查。

　　2015年11月11日,专案组在南京某公寓一美容店内,抓获涉嫌销售假药的陈某等5名嫌疑人,缴获假肉毒素279支、注射器(带针)644支等物品。

　　11月20日,警方在天津将嫌疑人刘某抓获,现场缴获成品假肉毒素32支、半包装假肉毒素336支、假玻尿酸19支,用于生产的包装盒2300个、标签1934个、说明书1460张,用于出诊的工具箱等物品,涉案金额达数百万元。同时,明确了其同伙刘某某与任某的身份信息,并将该二人上网追逃。

　　经进一步审查,专案组研判分析,确定这起跨省生产、销售假药案的源头地就在哈尔滨。2015年12月9日,专案组远赴哈尔滨,抓获犯罪嫌疑人郝某某。12月11日,涉嫌销售假药的犯罪嫌疑人许某也被抓获。

　　12月22日,另外两名犯罪嫌疑人何某某、王某某在哈尔滨被抓获,并捣毁了两人各自经营的特大生产假药窝点。现场缴获成品假药5000余支,半成品、防伪瓶盖、包装、标贴、说明书以及生产工具等物品5万余份,涉案金额达上千万元。　

　　经审查,这个生产、销售假冒化妆品的团伙真相彻底被揭开。何某某、王某某通过东北某地的美容博览会开始接触这一行业,为了牟取暴利,他们从广州一家美容化妆品厂以一瓶0.6元的价格订购美白因子冻干粉,又分别从广州、北京定做“保妥适”牌、“衡立”牌以及韩国等一些品牌的防伪瓶盖、包装、标贴、说明书,在哈尔滨购买设备、工具,租住两套房屋进行生产。

　　随后,二人通过微信发布信息,以每支100元左右的价格进行销售,刘某、任某、郝某某、张某某、戴某某等人是二、三级批发商,以200元左右的价格从何某某、王某某购买后,再通过微信销往全国各地,谢某某、张某、陈某、许某等人则属于南京的终端供应商,他们则以一支1000元至8000元不等的价格直接销售给用户。
