兰州检方介入“问题疫苗”取证固证环节 遏制蔓延
中新网兰州3月23日电 (彭维萍 崔琳)兰州市城关区检察院23日对外披露，针对山东省济南市庞氏母女非法经营“问题疫苗”可能流入兰州市的情况，该院提前介入，指导辖区食药监局在行政执法过程中调取、固定相关证据材料，由此将行政案件的证据有效地转化为刑事案件的证据，以此遏制“问题疫苗”危害的波及和蔓延。

　　3月21日，城关区检察院与城关区食药监局就“非法经营疫苗案件”在当地可能发生的情况和应对进行了座谈，并共同制定出五项措施。

　　3月19日晚，山东省济南市庞氏母女“非法经营疫苗案”曝光。3月20日晚，甘肃省食药监局通报，国家食品药品监管总局依法查处的庞某等人“非法经营疫苗案件”显示，有部分疫苗流入甘肃省，根据山东省食药监局提供的涉案嫌疑人员名单和协查线索，可能有部分疫苗流入兰州市。

　　对此，城关区检方从发现案件、取证、固证等方面提出建议，并与城关区食药监局共同制定出五项措施：首先，由区食药监局组织开展辖区疫苗清查专项行动，实行每日下午报告制度和遇到突发、重大案件向检察院报备制度，在一周内完成初步清查并形成工作报告，检察院侦检科每天将对专项活动跟踪了解。

　　同时，公安、检察、食药监局和卫生计生部门实施协作联动，在全区范围内开展“非法经营疫苗”专项清查，逐条梳理案件线索。执法部门一旦发现“问题疫苗”应及时通知检察院，届时侦监部门将派员介入，从销售终端的进向、出向分别排查，一追到底。检方还将指导相关证据的收取、采集等工作，严惩违法违规行为。

　　针对基层辖区特点，城关区食药监局还将重点监管社区服务中心、疾控中心、疫苗发放机构，尤其是城乡结合部的药店、诊所等单位，具体整治核查疫苗、生物药品、医疗器械的来源、运输、监管、储存，由检察院介入调查对存在问题不及时整改或整改不力者。

　　检方介绍，他们以此次“非法经营疫苗”专项清查行动为契机，发挥两法衔接优势，利用两法衔接系统工作平台，对辖区的食品、药品、医疗器械等关系民生重点领域及时跟踪、备案。
