张高丽：加大棚户区改造工作力度

　　央视网消息(新闻联播)：全国棚户区改造工作电视电话会议21日在北京召开，中共中央政治局常委、国务院副总理张高丽出席会议并讲话。会议认真学习贯彻习近平总书记关于城镇棚户区和危房改造的重要讲话精神，落实李克强总理《政府工作报告》要求，对加快推进棚户区改造工作作出部署。

　　张高丽指出，2015年棚户区改造工作超额完成了年初确定的目标任务。今年棚户区住房改造600万套，任务重、难度大，要不断开拓工作思路，创新工作方法，扎实做好工作。一要早安排、早开工、早见效，确保今年棚改进度不低于去年。二要进一步提高棚改货币化安置比例，商品住房库存量大的地方，货币化安置比例应更高一些，一线城市和部分二线城市可以因地制宜。三要落实棚改信贷支持政策，对2015年底以前开工的棚改续建项目，可以按照已签订的合同继续发放贷款，对2016年及以后年度新开工棚改项目，要全面实施政府购买服务。四要完善机制，堵塞漏洞，严格资金监管，进一步简化程序，加快项目进度，提高资金使用效率，务必把钱用在刀刃上。五要确保棚改工程质量安全，加快完善配套基础设施，改善周边环境和服务条件，让群众住得安心、放心、舒心。同时，要提前谋划2017年棚户区改造，积极做好前期工作。

　　张高丽要求，各地区和各有关部门单位要负起组织领导责任，要形成工作合力，健全年度棚改工作奖惩机制，切实把棚户区改造这一重大民生工程建成民心工程，让棚户区居民得实惠，把好事办实办好，向人民群众交上一份合格的答卷。
