　　在楼继伟看来，这项改革虽然只是我国当前正在推进的财税体制改革一揽子计划中的一小步，但却意味着财政部门在管理国家的钱袋子时要更加高效。

　　刚刚结束的两会上，全国人大代表对今年的预算报告进行了审查，当时也有代表注意到“财政支出不再与GDP增速挂钩”的表述。由此也引发了代表们的担忧，如果财政支出不再挂钩GDP增速，一些重点的民生支出怎么保障？

　　楼继伟今天特别回应说，过去，为了保证教育、科技等民生领域的财政支出，我国在制定预算时，往往会采用“挂钩”的方式。比如，教育的支出要达到GDP的4%等。

　　这种挂钩模式也是中国特色。楼继伟说，财政部梳理了一下，我国有教育、科技、农业、医疗卫生、社保、文化、计划生育等7大类财政支出都属于与GDP挂钩，占到了全国财政支出的48%。

　　楼继伟坦言，如果不是十八届三中全会的公报要求要清理挂钩事项，各个部门还在攀比，要求增加挂钩事项，谁都认为自己的工作是财政支出的重点。

　　在预算管理部门看来，财政支出挂钩GDP的模式其实带来了财政资金的闲置和浪费。

　　楼继伟说，48%的支出都被挂钩了，财政资金使用中缺乏必要的灵活性。尤其中国幅员辽阔，各地经济状况差异较大，一刀切的挂钩模式闹出了许多笑话。

　　在发言中，楼继伟举了一个例子来解释挂钩一刀切的不合理性。他说，通常学校的桌椅板凳五六年换一次比较合适，但北京和上海的不少学校，三四年就得换一次。因为这些城市的GDP基数大，占GDP4%的支出根本花不完。但在西部的一些边远地区，4%则远远不能满足需求。

　　此外，这种挂钩的财政管理模式与修订后的预算法是相违背的。楼继伟说，从2015年1月1日起开始执行的新预算法强调预算的绩效原则，并要求，如果某一项支出的绩效较差，就不应该安排支出，按照这个原则，低效挂钩类支出都应该取消。

　　支出挂钩GDP的模式还会导致财政资金的闲置。楼继伟介绍说，近年来，审计署加大了对存量资金的审计力度。审计发现，大量资金闲置、沉淀在账上就是因为挂钩事项和当地并不切合实际，有的方面是需要安排更多资金的却没有，有的方面不需要那么多的资金，但是挂钩了就不得不安排，花不出去放在那里。在楼继伟看来，这种挂钩式的支持模式还会导致财政专项转移支付项目难以清理，财政资金的碎片化。

　　楼继伟说，目前还有一些支出挂钩项目是有法律依据的，应该适时进行修改。
