  2016年3月18日,苏州市政府召开常务会议,审议通过了《关于进一步促进房地产市场稳定健康发展的意见》(下简称为《意见》)。


  澎湃新闻(www.thepaper.cn)了解到,该《意见》中列出了十条具体措施,其中包括加大土地供应量、开发商一次性销售房源面积不低于3万方、楼盘备案价格涨幅一年内不超过12%等。


  据了解,这也是2015年下半年以来,江苏省内南京、苏州、扬州、徐州等多个城市房价上涨以来,首个对房地产出台的调控文件的地市。


  业内人士认为,该《意见》的出台可谓是“及时雨”,给目前过热的苏州楼市“降降温”。


  而在同一天,作为江苏省内房价排头兵的省会南京,举行了2016年的首场土地拍卖,出让的地块中,3宗热门地块均吸引了超过20家房企报名参与竞拍。


  最终,南京鼓楼滨江地块被招商地块以48.2亿元拿下,楼面价高达29999元/平方米,业内预计未来此地段房价5万/平方米起步;江北区纬七路地块和雨山路地块分别被中建东孚和保利地产以11.2亿元和31.2亿元斩获,楼面价也创区域新高,达到2.23万元/平和2.23万元/平方米,预计未来房价将“冲4万/平方米”。舆论称,南京一日连创(不同区域板块的)多个“地王”。

  因此,苏州政府出台的此《意见》,被普遍认为是为了抑制房价继续疯涨,以追求更为稳定的楼市发展。


  值得注意的是,此次《意见》中首次出现对楼盘售价涨幅的调控意见,提出“实际销售价格不得高于申报价格,申报价格3个月内不宜调高,6个月内调高幅度不宜超过6%,12个月内不宜超过12%。”


  对此,易居研究院智库中心研究总监严跃进对澎湃新闻分析称,这可能说明目前苏州房价疯狂上涨的背后,政府已经采取了不得已而为之的手段,即干预房企的产品定价。


  对此,沈健也强调,《意见》中提出将增大土地供应量、打击开发商“捂盘惜售”等做法,也将从多方面缓解“供不应求”现状,有利于维护楼市的稳定。
