戴秉国：中美关系要“上不封顶，下要保底”
中新社北京3月19日电 （陈溯 董冠洋）中国原国务委员戴秉国在19日召开的“中国发展高层论坛2016年会”上表示，中美建立新型大国关系应该“上不封顶，下要保底”。
　　随着中国的崛起，有声音认为，中美关系将会陷入“修昔底德陷阱”。对此，戴秉国表示，中美大动干戈是“傻瓜才做的事情”，我们有信心携手跨过“修昔底德陷阱”。
　　古希腊历史学家修昔底德认为，一个新崛起的大国必然要挑战现存大国，而现存大国也必然会回应这种威胁，这样战争变得不可避免。
　　2012年，中美提出要构建“新型大国关系”，建立相互尊重、互利共赢的合作伙伴关系，以“新答案”解决“老问题”。
　　戴秉国当天再次强调中美两国应建立新型大国关系，并提出三项注意要点：
　　其一，中美新型大国关系要“上不封顶，下要保底”。“上不封顶”是指中美关系能发展多好就发展多好，“下要保底”是指两国一定不能有冲突对抗，一定不能冷战、不能热战。

　　其三，一些企图推翻中美新型大国关系共识的极少数人应该改变立场。戴秉国表示，“新型大国关系”的构建没有先例可循，一部分人怀疑是可以理解的。但中美新型大国关系对美国具有十分重要的战略意义，一些采取怀疑观点的人应该转而支持美国政府沿着构建新型大国关系的道路走下去，“不要等到失去中国的时候才后悔莫及”。
　　戴秉国表示，两国一定要“咬定目标、排除万难，不要动摇、不要退缩、不要转向”，引导两国民众越来越多地理解支持和参与到新型大国关系的建设中来。“总的来说，道路是曲折的，但前途是光明的。”（完）
