The Ministry of civil affairs: social assistance family status checks covering 96% of the County

According to the introduction, in 2015, the total urban and rural low-income subsidies 117.15 billion yuan in the central budget, representing "Eleven-Five" 84.6%; arrange for medical assistance benefits 14.1 billion yuan, representing "Eleven-Five" 28.2%; arrange for temporary relief assistance fund of 4.2 billion yuan, up 31.3% from 2014. By the end of 2015, the national urban and rural minimum living standard security standards respectively, 451 Yuan per capita, 265 Yuan per month, representing "Eleven-Five" growth at the end of 79.7%, 126.4%, annual growth 12.4% and 17.8%, respectively.
Gong Puguang said, to achieve accurate relief begins in Shanghai, 30 provinces, Civil Affairs Department (Bureau) have set up a social assistance family checking agencies; municipal 321 completed checking agencies, accounting for 96.4% of the total national City; 2,242 built check institutions at the county level, county-level account for 78.6%. Up to now, there were 2,755 counties (cities, districts), reconciliation, accounting for 96.5% of the total.
Gong Puguang said the next family economic status checking mechanisms of social assistance also will increase its collaboration in the implementation of vehicles, household registration and bank deposits, securities information is checked on the basis of, would check further broadened into social insurance, Provident Fund, individuals such as business and information, improve checking coverage, accuracy and quality.
Gong Puguang said strengthening dynamic management, provision for regular review and found not to meet the conditions of a timely exit, newly discovered included in a timely manner, not "wrong", nor "leak" really "should do", accurate help.

民政部：社会救助家庭经济状况核对覆盖96%的县
新华社昆明3月17日电（记者侯文坤）17日在昆明召开的2016年全国社会救助工作会上，民政部副部长宫蒲光介绍，截至目前，全国共有2755个县（市、区）开展了社会救助家庭经济状况核对工作，占总数的96.5%。

　　据介绍，2015年，中央财政共安排城乡低保补助资金1171.5亿元，较“十一五”末增长84.6%；安排医疗救助补助资金141亿元，较“十一五”末增长28.2%；安排临时救助补助资金42亿元，较2014年增长31.3%。截至2015年底，全国城乡低保月人均标准分别达到451元、265元，较“十一五”末增长79.7%、126.4%，年均增幅分别达到12.4%、17.8%。

　　宫蒲光介绍说，为做到精准救助，以上海市为开端，30个省份民政厅（局）相继成立了社会救助家庭经济核对机构；地市级共建成核对机构321家，占全国地市总数的96.4%；县级建成核对机构2242家，占全国县级总数的78.6%。截至目前，全国共有2755个县（市、区）开展核对工作，占总数的96.5%。

　　宫蒲光表示，下一步社会救助家庭经济状况核对机制还要加大部门协作力度，在落实车辆、户籍和银行存款、证券信息核对的基础上，进一步将核对范围拓宽到社会保险、公积金、个体工商信息等，提高核对覆盖面、精准度和质量。

　　宫蒲光说，要加强动态管理，按规定定期复核在保对象，发现不符合条件的及时退出，新发现的及时纳入，既不“错保”，也不“漏保”，真正做到“应保尽保”、精准救助。
