由印度外交部和新德里智库观察研究基金会（Observer Research Foundation）举办的“印度版香格里拉对话”─瑞辛纳对话（Raisina Dialogue）3月2日上午在新德里进行首日对话议程，并让李肇星成为首位受邀者发表主题演说。
李肇星在演说中介绍“一带一路”等区域经济政策，并称邻国永远是中国第一优先合作的对象，还强调印度和南亚一直都是中国长期好友，国家主席习近平访问印度时，也重申中国愿与印度和南亚国家合作的意愿。
在接受与会者提问时，首位来自印度的提问者就质疑李肇星声称印度是中国的朋友，为何中国却与印度关系不佳的巴基斯坦成为紧密朋友，而且不断在联合国安全理事会阻止印度成为安理会的一员？
对此，李肇星，印度与巴基斯坦都是区域重要的发展中国家，中国希望巴基斯坦有一日成为中印共同的朋友；他还要提问者细读联合国宪章中强调和平的部分，就能找到问题的最佳答案。
李肇星随后又被一名印度教授质疑，为何中国当局不愿与达赖喇嘛对话，李肇星重申中国官方立场称，达赖喇嘛是一个“意图把西藏与祖国分裂的政治喇嘛”。
他称，如果了解历史，就知道西藏过去就是中国的一部分，受过良好教育的人都应理解“主权凌驾一切”，希望有机会邀请这位教授去中国认识“真实的中国、真实的西藏”。
“中央社”在另一篇报道中透露，李肇星在出席“瑞希纳对话会”开幕式时，在发现大会印制手册把台湾地区代表标示为“中华民国驻印度大使”，即离席表达抗议。

印度多次声明遵守一个中国原则。在2008年1月签署的《中华人民共和国和印度共和国关于二十一世纪的共同展望》中，印度表示，将继续遵守一个中国的政策，反对任何违背一个中国原则的活动。
