上海酝酿升级版楼市调控 房价上涨压力大

　　中国证券网讯 就楼市过热等问题，上海市发改委、上海市住建委等部门近期召开专门会议，将着力优化住房供应体系，严格执行限购政策，同时在细节上更加收紧。

　　加强限购是趋势

　　据中国证券报3月16日报道，上海市住房城乡建设管理工作会议3月14日召开。针对近期房地产市场火爆、部分房产中介存在不规范经营行为，会议明确将全面加强房地产市场监管，加强房地产经纪机构事中事后监管，进一步规范房地产经纪行为。银监部门也首次参会。

　　上海市住建委表示，将着力优化住房供应体系，完善“四位一体”的住房保障体系，完善购租并举的房地产市场体系。大力推进旧区、城中村和旧住房综合改造，稳步推进保障性安居工程建设。

　　上海市住建委此前表示，链家公司等相关房产中介存在不规范经营行为，已对其展开调查。

　　对于房价上涨过快等情况，专家透露，加强“限购”是趋势，会在一些细节上作出更严格的限制。上海住建委人士也表示，市场供求矛盾导致市场持续上涨。上海将严格执行楼市限购政策，同时在细节上更加收紧，比如加强购房资格审核等。

　　此外，该人士建议，重新收紧高端楼盘预售许可证的审批、备案，调节楼市的交易结构，防止高端楼盘过热带动楼市过快上涨；针对房产交易环节实行差别化的税收政策，收窄“330新政”的执行力度；加强对中介行业的监管，规范交易流通环节，打击各种交易当中的违法违规行为，比如速销房、垄断房源哄抬房价、捂盘惜售等；有关首付贷消费金融的业务监管会强化，防范首付贷款引起的市场风险等。

　　上海银监局人士则强调了房地产领域的金融风险监管，可能收紧非普通住房的房贷政策；不允许P2P资金进入首付贷领域；限购资格提前认证；房地产中介不允许从事首付贷业务；二套房实行差别化的政策；进一步严格公积金贷款政策审核等。

　　房价上涨压力大

　　上海中原地产研究咨询部高级经理卢文曦认为，上海去化周期不到7个月，房价上涨压力大。预计后期将有杀手锏亮出，包括限购收紧等。

　　业内人士表示，限购是技术手段，最后还是要钱解决问题，卡住资金通路效果更好。一方面要严管资金杠杆，目前来看场外配资已暂停。同时要看紧房屋二次抵押。比如一套估值300万元的房子，现有贷款200万元，房子增值涨到400万元，做二次抵押后把增值的100万元套现出来。一旦楼市方向调转，将引发较大风险。

　　来自中原地产的数据显示，3月7日至13日，上海楼市高位盘整，新建商品住宅成交面积45.8万平方米，环比减少9.3%。“刚需”以及“刚改类”产品表现稳定。

　　3月7日至13日，新建商品住宅成交均价为32526元/平方米，环比下跌3.9%，为今年周度最低成交均价。
