  中国证券网讯 就楼市过热等问题,上海市发改委、上海市住建委等部门近期召开专门会议,将着力优化住房供应体系,严格执行限购政策,同时在细节上更加收紧。


  加强限购是趋势


  据中国证券报3月16日报道,上海市住房城乡建设管理工作会议3月14日召开。针对近期房地产市场火爆、部分房产中介存在不规范经营行为,会议明确将全面加强房地产市场监管,加强房地产经纪机构事中事后监管,进一步规范房地产经纪行为。银监部门也首次参会。


  上海市住建委表示,将着力优化住房供应体系,完善“四位一体”的住房保障体系,完善购租并举的房地产市场体系。大力推进旧区、城中村和旧住房综合改造,稳步推进保障性安居工程建设。


  上海市住建委此前表示,链家公司等相关房产中介存在不规范经营行为,已对其展开调查。


  对于房价上涨过快等情况,专家透露,加强“限购”是趋势,会在一些细节上作出更严格的限制。上海住建委人士也表示,市场供求矛盾导致市场持续上涨。上海将严格执行楼市限购政策,同时在细节上更加收紧,比如加强购房资格审核等。


  此外,该人士建议,重新收紧高端楼盘预售许可证的审批、备案,调节楼市的交易结构,防止高端楼盘过热带动楼市过快上涨;针对房产交易环节实行差别化的税收政策,收窄“330新政”的执行力度;加强对中介行业的监管,规范交易流通环节,打击各种交易当中的违法违规行为,比如速销房、垄断房源哄抬房价、捂盘惜售等;有关首付贷消费金融的业务监管会强化,防范首付贷款引起的市场风险等。


  上海银监局人士则强调了房地产领域的金融风险监管,可能收紧非普通住房的房贷政策;不允许P2P资金进入首付贷领域;限购资格提前认证;房地产中介不允许从事首付贷业务;二套房实行差别化的政策;进一步严格公积金贷款政策审核等。


  房价上涨压力大


  上海中原地产研究咨询部高级经理卢文曦认为,上海去化周期不到7个月,房价上涨压力大。预计后期将有杀手锏亮出,包括限购收紧等。


  业内人士表示,限购是技术手段,最后还是要钱解决问题,卡住资金通路效果更好。一方面要严管资金杠杆,目前来看场外配资已暂停。同时要看紧房屋二次抵押。比如一套估值300万元的房子,现有贷款200万元,房子增值涨到400万元,做二次抵押后把增值的100万元套现出来。一旦楼市方向调转,将引发较大风险。


  来自中原地产的数据显示,3月7日至13日,上海楼市高位盘整,新建商品住宅成交面积45.8万平方米,环比减少9.3%。“刚需”以及“刚改类”产品表现稳定。


  3月7日至13日,新建商品住宅成交均价为32526元/平方米,环比下跌3.9%,为今年周度最低成交均价。
