中青在线北京3月16日电（中国青年报·中青在线记者 章正）今天上午，十二届全国人大第四次会议将在人民大会堂举行闭幕会，会前各路媒体就开始在“部长通道”等待在此通过的各部委掌门人回答民众关心的热点问题。国家体育总局局长刘鹏表示，没有全民健康就没有全面小康，不久将颁布2016~2020年的全民健身计划。
刘鹏表示，到2020年，要让老百姓的体育健身意识普遍增强，经常锻炼的人数达到4.35亿人，人均体育面积达到1.8平方米，体育消费的总规模达到1.5万亿元，成为拉动内需的新增长点。
刘鹏说，要协同配合形成合力，到2016年底，省市县三级的全民健身的计划要出台，要丰富供给，在县乡村建设体育设施，县一级要有全民建设活动中心，村一级应有篮球场、乒乓球台。要发挥基层体育社会组织的作用，开展全民健身的活动职能，实施政府购买服务，将全民健身纳入政府预算中。此外，还要加强骨干队伍的建设，让社会体育指导员的素质提高。
