中国启动澜沧江应急调度 缓解越南旱情
中新社北京3月15日电 (记者 刘辰瑶)记者从国家防汛抗旱总指挥部办公室(以下简称“国家防总”)获悉，15日8时，澜沧江景洪水电站下泄流量已加大至2190立方米每秒，标志着应越南请求，由中方实施的澜沧江梯级水电站水量应急调度正式启动。

　　受强厄尔尼诺现象的影响，越南南部的湄公河三角洲正遭受百年来最严重的旱情，湄公河水位也降至近90年最低。干涸的三角洲比往常提早2个月出现海水入侵现象，盐水已入侵三角洲主河道40至93公里，115万公顷冬春作物中30%受到威胁，沿海多省份将可能经受较长时间的缺水。除越南之外，湄公河流域其他国家也遭受干旱袭击。近期越方向中国递交照会，希望进一步加大景洪水电站下泄流量，以助缓解湄公河下游旱情。

　　对此，中国外交部发言人陆慷15日在例行记者会上表示，中国同中南半岛湄公河沿岸国家是友好邻邦，澜沧江—湄公河沿岸各国人民同饮一江水，在遇到困难的时候，朋友之间相互帮助、施以援手，也是应有之义。

　　陆慷称，为帮助流域国家应对旱情，中国政府克服自身困难，尽最大可能作出努力，决定自3月15日至4月10日通过中方境内景洪水电站对下游实施应急补水，此举将惠及柬埔寨、老挝、缅甸、泰国、越南等国，希望能够对缓解下游旱情有所帮助。

　　据国家防总分析，今年以来在流域来水偏少两成、入库流量仅500立方米每秒左右的情况下，澜沧江梯级水电站泄流达1000立方米每秒左右，累计为下游补水27亿立方米，较天然来水增加94%，有效地改善了下游枯水期供水条件，调丰补枯作用明显。

　　为回应越方关切，国家防总、水利部商外交部决定，中方在力所能及的条件下，努力克服流域来水偏枯、河道航运安全保障、电网调度、电站机组检修等一系列困难，实施澜沧江梯级水电站水量应急调度，进一步加大景洪水电站下泄流量，以助缓解越方旱情。
