　　[环球网报道 全国两会前方记者 翟亚菲]据报，菲律宾9日宣布将从日本租赁5架教练机在南海巡航，以保护菲领土主权。针对近期日本在南海频生事端一事，全国政协委员、海军网络安全和信息化专家咨询委员会主任尹卓少将接受了环球网记者的专访。

　　尹卓表示，日本这招是“一箭多雕”的。首先，日本用“借船出海”的方式，借美国这艘“船”，妄图自己在南海的地位合法化，同时让日本自卫队走向全球合法化。

　　第二，日本更主要的目标，其实是挑拨中国和东盟的关系，扩大自己在南海的经济市场。去年，中国同东盟的贸易额达到了4800亿美元，而日本同东盟的贸易额连中国的一半也不到，是根本无法望中国项背的。于是，在经济问题上的“焦虑感”，使得日本同美国的目的不谋而合——即用安全问题，来割裂中国同东盟的经济联系，破坏中国经济的发展势头。

　　第三，日本还想借南海问题争取其修宪的民意基础，而南海问题是增加日本民众厌华情绪、宣传“中国威胁论”的最好手段。
