北京市水务局：将落实最严格的水资源管理制

　　京华时报讯（记者文静）昨天，记者从北京市水务局获悉，要在北京率先落实最严格的水资源管理制度。据悉，今后，北京市新建、扩建、改建建设项目都要配套建设节水设施。近日，北京市政府公布关于全面推进节水型社会建设的意见，市、区有关部门将严格审查建设项目节水设施方案和施工图，对节水设施未经验收或验收不合格的建设项目，供水单位将不予供水。

　　北京市按照“四定”原则积极调整产业结构，去年末常住人口2170.5万人，同比增加18.9万人，虽然人口增量下降，但北京的水资源形势依然严峻。

　　数据显示，2015年全市平均降雨量583毫米，十分接近585毫米的多年均值，可形成水资源量29.3亿立方米。水务局科学调度本地水和南水北调来水，全年地下水开采量减少1.36亿立方米。去年末平原区地下水平均埋深25.75米，比上年末微降9毫米，局部时段还实现了水位回升，基本扭转了地下水位逐年一米左右大幅下降的严峻形势。

　　依据意见，2020年，全市年度新水用量控制在31亿立方米以内;再生水利用量达到12亿立方米;万元地区生产总值用水量降到15立方米以下，万元工业增加值用水量降到10立方米以下，农田灌溉用水有效利用系数达到0.75以上;计划用水覆盖率达到95%以上，城市公共供水管网漏损率控制在10%以内。
