傅莹在会上表示，海洋是人类的宝贵财富，开放的海洋面临海啸、台风等自然灾害、海上溢油、海空事故等人为灾害及海盗、恐怖主义、海上争端等问题的挑战。陆地上的利益冲突和矛盾也会反映在海上。
