　　新华网济南6月1日电 (记者娄辰)山东省人大常委会近日修改《山东省高速公路交通安全条例》，新增了对4周岁及以下儿童、未满12周岁未成年人乘车上高速方面的规定。新条例将从2014年8月1日起正式施行。

　　根据新条例，机动车进入高速公路行驶，驾驶人和乘车人应当按照规定使用安全带；驾驶人不得安排未满12周岁未成年人乘坐在副驾驶位置；未满4周岁的未成年人乘坐家庭乘用车，应当为其配备并正确使用儿童安全坐椅。

　　山东省人大法制委员会副主任委员李少华介绍，法制工作委员会在条例修改调研过程中发现，公众对在高速公路行驶中儿童乘车的安全保护意识不强，安全防范知识不足。

　　据了解，在欧美发达国家，儿童安全坐椅强制使用早已立法规范，部分国家的儿童安全坐椅使用率甚至超过90%，而我国目前仍没有全国性的立法强制，仅有上海、山东等地的地方性法规对此做了强制性规定。
