　　南都讯 记者谢亮辉 通讯员穗消宣 去年12月15日，广州市越秀区起义路建业大厦发生火灾，过火面积1.25万平方米，直接经济损失4066.23万元。近日，广州市政府对《广州市“12·15”较大火灾事故调查报告》进行了审定并批复结案，认定这是一起较大消防安全责任事故。调查报告显示，共有41人负有责任，其中涉及相关监管单位工作人员30人。

　　调查认定事故发生的直接原因是：经过首层邓志均租用仓库的建业大厦首层总电源线短路引燃可燃物所致。因该大厦消防设施等整体工程未完工、火灾荷载大等原因，导致了火灾蔓延迅速，扑救时间长。间接原因是：建业大厦消防安全主体责任不落实，存在违法经营行为，大厦日常消防安全管理和监管不到位等。

　　经查，有41人对事故发生负有责任，其中涉及相关监管单位工作人员30人。公安机关已对建业大厦、信龙公司、信浓公司的实际控制人黎容桥等11人依法逮捕或采取强制措施；检察机关已对市司法局社区矫正工作处副处长(市司法局调解工作管理处原副处长)林建树、越秀区公安分局交通防火大队民警陈裕蓉等6名涉嫌刑事犯罪的公职人员立案侦查；对市司法局调解工作管理处副调研员(市司法局调解工作管理处原处长)罗丹、越秀区公安分局光塔派出所专职消防民警陈志聪等15名人员予以党纪、政纪处分，对8名人员予以组织问责处理，1名人员解除劳动合同，对广州市建业房地产发展有限公司等4个企业单位予以依法查处。
