  红网长沙6月1日讯(滚动新闻记者 斯茅庚) 5月28日-30日,全国首届城市轨道交通商务大会在长沙举行,来自北京、上海、广州、深圳、南京等地的39家会员单位及相关专家学者参加大会。会上发布《中国城市轨道交通商业发展报告》,披露了各城市商业资源开发经营的主要脉络与发展趋向,提出了寻求有利于轨道交通商业经营发展的战略性路径与针对性因应策略。


  长沙地铁不靠票价或能盈利


  与会的一些轨道交通负责人说,虽然比最早拥有地铁的北京晚45年拥有地铁,但长沙极有可能成为继香港之后中国第二个实现地铁盈利的城市。


  不靠票价靠什么?长沙市轨道交通集团公司董事长彭旭峰说,靠充分利用好长沙市委市政府给予的政策,通过强化地铁建设前期设计和施工以及运营形成的一整套较为完整的地铁产业链;加上逐步衍生的房地产、地下商业等服务设施的市场化运作,构成地铁经济和轨道交通产业化发展的源泉。在做大做强的同时,还源源不断地反哺城市,反哺经济社会。


  “我们向境内外具有实力的专业机构发出邀请,采用招标的方式,委托专业机构专门针对长沙轨道建设做了一个筹融资规划方案——《长沙市轨道交通融资规划方案》,初步确定了长沙轨道建设“轨道+物业开发”的盈利模式和可持续发展大致方向,并得到了市委、市政府的认可。”彭旭峰说,轨道公司紧紧围绕如何增强融资能力以及盈利能力两个抓手,在地铁建设起步阶段就进行地铁经营开发探索,统筹经营各类地铁资源,建立具有长沙特色的轨道交通盈利、融资模式,促使地铁由输血向造血转变,从而促进地铁可持续发展。


  完成百亩地铁上盖土地建设


  长沙市轨道交通集团公司副总经理邓建平透露,经过近7年运作开发,轨道公司在土地开发整理、棚户区改造、轨道相关经营性开发项目等方面均取得一定成效。目前已基本完成1.67万亩一级土地的开发整理,完成101亩地铁上盖土地建设,建成16万平方米地下经营物业,签订了14万平方米地下经营物业的合作协议,完成地铁2号线内的广告、商业通讯、商铺等盈利性项目的建设。截至2013年底,公司实现经营性总资产660.29亿元,经营性净资产416.43亿元,资产负债率仅为36.93%。


  长沙市政府依据《长沙市轨道交通管理条例》相应规定,按照《关于市轨道交通集团公司第二轮建设规划项目融资工作有关问题的会议纪要》精神,明确将长沙市城市地下空间(除公共人防工程外)全部归集到市轨道集团公司名下,由市轨道集团公司统筹运作、开发、管理,所有收入用于轨道建设。


  地下空间、广告等开发方式,全部采用“投资换经营权”方式,谁投资、谁建设、谁经营,产权归轨道集团所有,再由经营方与轨道集团签订租赁合同,获取一定年限的经营权,向轨道集团分年度缴纳租金。
