中国工程院院士倪光南30日在京表示，我国有数以亿计的移动终端设备，却缺少自主可控的国产移动操作系统，这留下了信息安全隐患。他希望国内企业可以抓住契机，加强研发，并预计未来3年到5年，移动操作系统将实现国产化替代。

在工信部电信研究院主办的“宽带通信及物联网高层论坛”上，倪光南院士指出，随着移动宽带发展，手机、车载终端、智能家居、可穿戴设备等一系列移动终端快速普及。然而，移动设备中使用的操作系统大多是美国苹果、谷歌两家的，这就为用户信息安全留下隐患。

倪光南认为，从信息安全角度来看，缺乏自主可控的移动终端操作系统会给我国信息安全带来挑战。他强调，从专业角度来看，即便是以信息安全技术来防控，也难以弥补这种风险。

倪光南认为，从根本上讲，我国应当加快自主研发安全可控的移动终端操作系统。他也坦言，一些国内厂商基于安卓平台“研发”的系统，并不是自主创新，只能属于“定制”，难言安全可控。

他说，当前我国操作系统研发正处在一个关键的机遇期，即微软停止更新XP服务，我国政府采购也对“视窗8”做出限制，这将是国产操作系统研发的一个机会。他预计，在桌面操作系统国产化替代趋势下，三五年内，移动终端操作系统将实现国产化替代。

倪光南指出，我国应当加大相关操作系统的研发投入，并在知识产权保护、研发团队建设和“商业模式”软实力方面有所加强。
