　　中新社广州5月30日电 (记者 王华)广州市副市长谢晓丹30日在专场新闻发布会上表示，针对目前严峻的反恐和治安形势，鼓励民警大胆使用枪支。

　　来自广州公安系统数据，今年1至5月，全市各类案件警情同比下降14%。其中，刑事案件8.7万宗，同比下降6.6%；八类暴力刑事案件2816宗，同比下降19.2%。

　　谢晓丹说，广州市刑事和治安警情连续两年下降，严重影响民众安全感的“两抢”(即抢夺、抢劫两种犯罪)和入户盗窃在2013年实现两位数下降，“我对比了下，广州的暴力犯罪发案情况低于美国，与日本相当”。

　　5月6日，广州火车站发生了砍人事件。对于人口过千万的特大城市广州，城市安全压力骤然加大，5月起，广州实行警察持枪巡逻。

　　谢晓丹称，国家法律有明确规定，警察使用警戒武器的十几种情况。广东省公安厅近日也发出通知，规范枪支携带、领用措施，并支持民警合理果断使用枪支。对于目前反恐和治安形势严峻，广州实施了警察佩枪巡逻，鼓励民警大胆使用枪支，同时，政府相关部门也会加强枪支依法、规范使用的评估和管理。

　　谢晓丹表示，广州同样面临着暴恐威胁，提防和打击暴恐将成为我们生活的一部分。目前，广州正研究举报奖励措施。另一方面，也无须因为个别极端事件影响正常生活，市民应相信政府的处置能力。

　　据悉，本月起，广州推出情报、指挥、巡逻、视频卡口、服务五位一体的立体化的治安巡逻防控体系，组建了1.2万警力的巡防队伍，还有特警持枪在重点区域武装巡逻。除了专业队伍之外，广州还组织起庞大的群防队伍，全市有治保会2530个、治安联防组织1061个，其队员超过4万名等。

　　谢晓丹透露，接下来，广州还将整合市场化运作的保安和发动街道治安联防志愿者“红袖章”、“红帽子”，发动社会各界力量共同维护城市安全。(完)
