　　中新网广州5月31日电 (陈启任)广州消防5月31日公布了《广州市“12·15”较大火灾事故调查报告》(下称《调查报告》)。广州市政府对《调查报告》进行了审定并批复结案，同意对该起事故有关责任人员和责任单位的处理建议，认定这起事故是一起较大消防安全责任事故。经查，有41人对事故发生负有责任，其中涉及相关监管单位工作人员30人。

　　2013年12月15日18时37分许，广州市越秀区起义路建业大厦发生火灾，过火面积12500平方米，火灾烧毁、烧损成品鞋等货物一批，造成建筑物局部受损，直接经济损失4066.23万元，火灾未造成人员伤亡。

　　经调查认定，事故发生的直接原因是：建业大厦首层总电源线短路引燃可燃物所致。因该大厦消防设施等整体工程未完工、火灾荷载大等原因，导致了火灾蔓延迅速，扑救时间长。

　　调查认定，火灾的间接原因是建业大厦消防安全主体责任不落实，存在违法经营行为，大厦日常消防安全管理不到位，违规安装布设电气设备及线路，火灾隐患长期大量存在；市调处办等部门相关人员在建业大厦复建盘活组织协调工作中存在严重失职行为；越秀区公安分局履行消防监督管理职责不力；越秀区政府、越秀区光塔街道办事处、越秀区工商分局光塔工商所履行属地监管职责不到位等。

　　经查，有41人对事故发生负有责任，其中涉及相关监管单位工作人员30人。根据调查事实和有关法律、法规规定和党纪、政纪规定，对相关责任人员和责任单位作出以下处理：公安机关已对建业大厦、信龙公司、信浓公司的实际控制人黎容桥等11人依法逮捕或采取强制措施；检察机关已对市司法局社区矫正工作处副处长(原市司法局调解工作管理处副处长)林建树、越秀区公安分局交通防火大队民警陈裕蓉等6名涉嫌刑事犯罪的公职人员立案侦查；对市司法局调解工作管理处副调研员(原市司法局调解工作管理处处长)罗丹、越秀区公安分局光塔派出所专职消防民警陈志聪等15名人员予以党纪、政纪处分，对8名人员予以组织问责处理，1名人员解除劳动合同，对广州市建业房地产发展有限公司等4个企业单位予以依法查处。(完)
