　　据了解，2014年甘肃将在兰州、武威、庆阳市先行试点，分别在市政府所在地儿童福利院门前或恰当位置建立一处“婴儿安全岛”。目前，兰州、庆阳两地的试点工作正在积极筹划中，计划今后逐步在省内其他市州推广。

　　《甘肃省弃婴救助管理暂行办法》中明确规定，公安部门应当加强对弃婴的保护，及时查处遗弃、歧视、虐待弃婴的行为，对相关责任人依法予以处理；卫生计生部门要加大孕前育龄妇女健康生殖检查，提高优生率；发展改革部门要根据儿童福利事业发展需要，推动儿童福利机构设施建设；司法行政部门要通过开展多种形式的法制宣传活动，加大对弃婴权益保护和依法打击弃婴行为的相关法律法规的宣传力度。

　　杨斌鳌说，“婴儿安全岛”只是甘肃救助弃婴体系中的一个“接入口”，弃婴自捡拾之日起，移交到哪个单位，该单位即为弃婴的临时监护责任人，履行弃婴的养护工作。

　　杨斌鳌认为，安全岛“婴满为患”是由多种原因造成的，但必须明确的是，遗弃婴儿属于违法犯罪。“设立‘婴儿安全岛’只是为了避免婴儿遭受外界二次伤害，并不等于纵容遗弃行为。通过公安机关的加入，将婴儿保护与遗弃人追责相结合，最大限度从源头上控制弃婴犯罪率。”
